If you're on the phone with someone and the call is dropped, who is responsible for calling the other person back? You can both call each other and go straight to voicemail or you can both wait for the other person to call back and then finally decide to call back just as they're calling you and both go to voicemail.
The rule is whoever made the initial call is responsible for calling back when the conversation is cut off for technical reasons.
This needs to be common knowledge, etiquette if you will.
This rule is assuming the dropped call was a dropped call and not somone being put on hold.
